Starting the Battle


The Visakha guidelines on sexual harassment and the proposed bills on sexual harassment both government and alternate seek to ensure a safe working space for women.


The Government Bill

Bill to provide for the prevention and redressal of sexual harassment of women at workplaces, or arising during or out of the course of their employment and matters connected thereto, in keeping with the principles of equality, freedom, life and liberty as enshrined in the Constitution of India and in pursuance of the Convention signed for the elimination of all forms of discrimination against women.

Consultation on the Proposed Bill

A National Consultation on the sexual harassment bills was held on the 23rd and the 24th of October 2004 involving organizations from across the country, working on the issue of sexual harassment at work place. The Objective of the Consultation was a sound discussion of the NCW draft bill, and the alternate draft bill, and arriving at a consensus on the recommendations to be made before the draft becomes a law.
